Transforming Public Spaces Through Art: The Flagler Park Mural Project

Stuart Main Street, in partnership with the City of Stuart, launched “Heritage Vitalis”, a transformative large-scale public mural coming to Flagler Park. Created by muralist Samara Ash, this vibrant installation embraces Stuart’s story—blending our rich pioneer history, coastal ecology, and community identity into a landmark work of public art.

Located in the heart of Downtown Stuart, the Flagler Park mural serves as a catalyst for community revitalization, civic pride, and sustainable downtown growth:

  • Enhancing Downtown Connections: Positioned near weekly highlights like Market on Main, the mural draws pedestrian foot traffic into the park, supporting local retail and dining.
  • Placemaking & Environmental Safety: National research demonstrates that vibrant public art transforms underutilized walls into active, monitored spaces. Public murals naturally deter vandalism, litter, and crime while encouraging urban stewardship and safety.
  • Preserving Our Identity: The piece celebrates Historic Downtown Stuart’s coastal heritage and ecosystem, creating an educational and photogenic stop for locals and visitors alike.

2026: National Register Designation, Design Guidelines & Public Art

  • Official National Register Designation: Secured the official listing of the Downtown Stuart Historic District on the National Register of Historic Places, crowning years of historic survey work and preserving our architectural legacy.
  • Historic Design Guidelines Grant: Awarded a $50,000 grant from the Florida Division of Historical Resources to help the City of Stuart establish formal, harmonized historic preservation design guidelines for future downtown growth.
  • “Heritage Vitalis” Public Art Mural: Partnered with celebrated artist Samara Ash to install a landmark mural at Flagler Park celebrating Stuart’s rich history and coastal ecosystems, made possible through grants from Women Supporting the Arts ($10,000) and the City of Stuart CRA ($3,000).

2025: Historic Survey Completion, Strategic Planning & Operations

  • Completion of Comprehensive Historic Properties Survey: Completed the updated survey of historic properties within city limits in partnership with Historical Property Associates and the CRA, laying the foundation and required criteria for the National Register designation.
  • City Hall Relocation & Redevelopment Study: Facilitated public engagement and community surveys in partnership with the City during the City Hall relocation study, helping guide thoughtful future redevelopment for the original municipal property.
  • Permanent Outdoor Dining & Parklets Initiative: Updated downtown design guidelines to transition emergency COVID-19 outdoor dining into permanent, harmonized outdoor dining infrastructure, enhancing downtown walkability while preserving historic streetscapes.
  • State & National Accreditation Excellence: Re-accredited under updated Main Street America standards, earning the highest organizational evaluation score in Stuart Main Street’s 40-year history.

2023 Historic Preservation Grant Award: Awarded a Small Matching Grant ($25,000) from the Florida Division of Historical Resources to hire specialized historic preservation consultants (Historical Property Associates) to update the city’s 1991 historic properties survey and prepare the National Register nomination.

2021 Market on Main (Stuart Green Market): Formally assumed management and operational oversight of the Sunday community farmers market, rebranding it as Market on Main and expanding agricultural and local vendor participation.

2020 Flagler Center Management: Took over operational leadership and venue management for the historic Flagler Center, expanding community programming and public event offerings.

2010s: Urban Planning, Mobility & Waterfront Activation

  • Downtown Parking Study & Management Plan (2017–2018): Partnered with the City of Stuart and CRA on a comprehensive downtown parking study, leading to expanded 3-hour parking windows, shared parking strategies, improved tram routes, and dedicated rideshare zones.
  • Colorado Avenue Road Diet (2016): Assisted the City of Stuart with the transformative Colorado Avenue Road Diet project, converting the corridor into a safer, pedestrian-friendly art district that catalyzed broader downtown growth.
  • Rock’n Riverwalk Expansion: Expanded the long-running outdoor concert series along the St. Lucie Riverfront, creating a cornerstone weekly tradition for locals and visitors alike.
  • Downtown Beautification: Coordinated continuous streetscape enhancements, decorative lighting, and hanging flower baskets along Osceola Street and Flagler Avenue.

1990s–2000s: Commercial Revitalization

  • Facade Restorations: Partnered with downtown property owners and small businesses to restore historic storefronts and preserve architectural heritage.
  • Pedestrian-Friendly Infrastructure: Championed walkable sidewalks, public parks, outdoor dining, and enhanced public spaces along the riverwalk.

1987: The Spark That Started It All

  • Founding of Stuart Main Street: Grassroots volunteers joined forces to launch Stuart Main Street, igniting a 40-year legacy of downtown renewal, community pride, and historic preservation.
